Illicit antiquities trade through Bulgaria

I read David Gill's post on the return of antiquities from Germany to Iraq, then followed his link to Barbara Weber's (2009) article for background information. It had some information on the illicit antiquities trade through Bulgaria (der illegale Handel mit Antiquitäten durch Bulgarien).

It's not my area, and I haven't done any work on it; but lots of the Turkish deep state's drugs-and-antiquities trade and drugs-and-arms trade go through Bulgaria, so it helps to have some basic information about the system in Bulgaria. And lots of the Turkish deep state's drugs and antiquities come from Iraq and Afghanistan. So although Weber's article isn't about the deep state's antiquities trade, it still explains the route that the deep state uses.

I'm sorry, but they're my German-English translations:

If one has an antique piece, fresh from the ground, one sends a photo and asks for information on whether this piece has been reported as stolen, then one gets a correct letter back that it is not listed as a piece of stolen property. Of course it can not be listed because it is fresh from the ground.

So, one has one's first document. The authors, who uncovered the Medici Conspiracy, described another way: one offers one's ancient piece for loan to a museum. Most museums answer that, for one reason or another, the antiquity does not fit into the collection. Thus, one has another official paper.

Or one can put the piece in an auction and auction it on to other middlemen.

Or one can buy a export license, a particularly popular way in Bulgaria or Romania. Sometimes government members are also directly involved in the transactions.

There are many methods to validate the origin of cultural goods or to obtain official documents for obtain them, thus to give a seemingly legitimate provenance.(1)

Beyond the simple destruction of information, the destruction of the possibility of knowledge, looting damages our understanding of our history in other ways:

Looters destroy the foundations of archaeology.

Worse, looters can distort results of archaeological research.

Example 1:

Iraq has called for stricter legislation than Iran, in relation to cultural property. Thus, certain objects suddenly appear on the market with the alleged origin of Iran.(2)

Where some countries claim all archaeological material as public property, other countries take some as public property and leave some with the finder, which leads to 'find tourism [Fundtourismus]': finders say the artefacts are from wherever will let them keep the (most) finds. As Roman-Germanic Central Museum(3) archaeologist Dr. Michael Müller-Karpe said, it causes '[t]he contamination of research results through such false indications of origin [[d]ie Verseuchung der Forschungsergebnisse durch solche gefälschten Herkunftsangaben]'.

There are a series of archaeologists who have incorporated the findings of dubious origin into their interpretation. Initially, one has a coy "allegedly" or "according to merchants" so and so, and after several recycling steps this additional term coyly falls away, and from a lie, a soil find point is put on a distribution map.(4)

Then we are unable to know who was doing what, how and where and when they were doing it: we lose our history; we suffer amnesia.

1. Wenn man jetzt ein antikes Stück hat, frisch aus dem Boden, sendet man ein Photo und bittet um Information, ob dieses Stück als gestohlen gemeldet wurde, dann erhält man einen korrekten Brief zurück, dass das Stück als geraubtes Objekt nicht gelistet ist. Natürlich kann es nicht gelistet sein, weil es frisch aus dem Boden kommt.
   
   So hat man sein erstes Dokument. Die Autoren, die die Medici-Verschwörung aufdeckten, beschreiben eine weitere Möglichkeit: Man bietet sein antikes Stück einem Museum als Leihgabe an. Meist antworten die Museen, dass die Antike aus dem einen oder anderen Grund nicht in die Sammlung passt. So hat man ein weiteres offizielles Papier.
   
   Oder man gibt sein Stück in eine Auktion und ersteigert es über Mittelsmänner wieder.
   
   Oder man kauft eine Ausfuhrgenehmigung, ein in Bulgarien oder Rumänien besonders beliebtes Vorgehen. Manchmal sind Regierungsangehörige auch direkt an den Geschäften beteiligt.
   
   Es gibt viele Methoden, die Herkunft von Kulturgütern zu erklären oder sich offizielle Papiere zu beschaffen und ihnen so eine scheinbar legale Provenienz zu geben.
2. Raubgräber zerstören die Grundlage der Archäologie.
   
   Schlimmer noch: Raubgräber können archäologische Forschungsergebnisse verfälschen.

   Der Irak hat eine striktere Gesetzgebung in Bezug auf Kulturgüter als der Iran. So kommt es, dass plötzlich bestimmte Objekte im Handel auftauchen mit der angeblichen Herkunft Iran.

4. Es gibt eine ganze Reihe von Archäologen, die Funde dubioser Herkunft in ihre Betrachtung miteinbeziehen. Zunächst hat man da ein schamhaftes "angeblich" oder "nach Händlerangaben" so und so, und nach mehreren Recyclingschritten fällt dann dieser schamhafte Zusatz weg und aus einer Lüge wird ein fetter Fundpunkt auf einer Verbreitungskarte.
